"We do a lot of procedural generation [in Starfield], but I would keep in mind that we've always done that," Howard explained. "It's a big part of Skyrim in terms of questing and some other things we do. We generate landscape using procedural systems, so we've always kind of worked on it. [The Elder Scrolls 2: Daggerfall is] one we look at a lot in terms of game flow. And we had been developing some procedural technology and doing some prototypes, and it really started coming to a head with Starfield, in that we think we can do this."
While he didn't go into details, Howard stressed that Starfield's procedural generation is robust enough to handle the sheer scale of variety required to build 100 solar systems' worth of planets:
"So it starts with: Can you even pull it off, visually? You know, a planet. And a planet by itself, if you think about it in a game concept, just one planet is infinitely big if you're going to do it in some realistic fashion. So once you're dealing with scale like that, and procedural systems, the difference between, say, one planet that has some variation on it, and a hundred planets, or a thousand planets, it's actually not that big of a leap, if that makes sense – once you have good systems working for that."
But what Howard seems especially clear about is that there is a 'golden path' (or perhaps 'golden freeway' might be more appropriate) through Starfield, which represents the full, handcrafted Bethesda RPG fans would expect, and he stresses that the team has created more handmade content than ever before, set within its giant procedural galaxy:
"I should also add that we have done more handcrafting in this game, content-wise, than any game we've done. We're [at] over 200,000 lines of dialogue, so we still do a lot of handcrafting and if people just want to do what they're used to in our games, and follow a main quest, and do the questlines, you're gonna see what you'd kind of expect from us. But then you have this whole other part of, 'Well I'm just going to wander this planet, and it's going to provide some gameplay, and some random content, and those kinds of things.' Kind of like a Daggerfall would, if you go way back.

GCM: We’d like to know more about the radiant AI that was used for the NPC’s, aside from saving time and space, what advantages does it have over scripting these characters?
Todd Howard: Using the Radiant AI system, we have the ability to do things on a larger scale. Where other games’ NPCs require individual scripting, we can simply provide our NPC’s with goals and our system allows them to think on their own and complete the task. It allows us to have that same advanced behavior, but on a massive scale.
The other thing it does is give the game a more organic feel than scripting could. NPC’s won’t always be standing there doing the exact same thing at the same time. The fact that your experience and what’s going on in the world around you in your game is a bit different than other people is pretty cool. The conversations you’ll overhear and subsequent quests you’ll be able to get as a result will vary. It makes the world feel much more realistic and alive.

Take the poisoned apples, for example. These items can be purchased or stolen from various sources and will kill anyone who eats them stone dead. In any other game, these apples would be tied to one solitary quest; outside of that, they’d pose no danger. Not so in Oblivion, thanks to Radiant AI. Place an apple in a public place and there’s every chance someone will pick it up and, because they’re hungry, take a bite, with fatal results.
Few other RPGs have Oblivion’s organic, sandbox-style potential. In fact, Skyrim actually feels like a step backwards, not least because NPCs are inordinately interested in your life. But the startling thing about Oblivion is that the Radiant AI actually had to be dialed back. Had it been left unchecked, it could have thrown the game world into chaos. Designer Emil Pagliarulo spoke of the problem that occurred when NPCs addicted to skooma, an in-world beverage, got out of hand:
“In one Dark Brotherhood quest, you can meet up with this shady merchant who sells skooma. During testing, the NPC would be dead when the player got to him. Why? NPCs from the local skooma den were trying to get their fix, didn’t have any skooma, and were killing the merchant to get it!”
There are other tales, too, of the original, unaltered Radiant AI leading to some unexpected but extreme behavior. On one occasion, an NPC’s role was to rake leaves, but, lacking a rake, he couldn’t do his job. So he did what any disgruntled gardener would do — he murdered another NPC and took theirs.
